This watch is one by Seiko, and actually a ladies watch.
It was released as part of a set of watches called Le Vent. In the range, it appears that there were a few different designs with either leather or metal straps, and a few different cases, but all had a similar display (and potentially module).
The watch appears to have an LED illuminated dot matrix LCD display, but it could be a real (but strangely set-up) LED display. The time is shown when you press the crown, and the date can be seen by turning the crown while the light is on. Time setting is activated by a inset button on the left and by turning the crown. It doesn't have any other modes apart from time and date.
The Le Vent watches were created by Minako Yokomori for Seiko. Minako Yokomori is a Japanese fashion designer who was born in Tokyo in 1949. She graduated studies in graphic design in 1970, and designs fashionable women's clothing for all ages, and is the head designer for Smart Pink.
The watch has a model number of L600-4000, and a catalogue number of SSKS0004. It was originally expensive with a sale price of 38,000 yen. Looking at the serial number, I think it was released around 2000.
